What is MMTIS?

MMTIS is the EU framework that makes travel and traffic data open and shareable, so that one app can plan a whole journey across trains, buses, bikes and borders.

In short

MMTIS stands for Multimodal Travel Information Services. It is the name used for the European rules, set out in Commission Delegated Regulation (EU) 2017/1926, that make travel and traffic data available so that journey planners and travel information services can combine different modes of transport into a single trip.

Instead of every app negotiating separate deals with every operator, transport data is published through a National Access Point in each country, described with metadata and offered in common formats.

What does multimodal mean?

A multimodal journey uses more than one mode of transport. A typical trip could be a walk to a shared bike, a train, and a bus for the last stretch. Each leg may be run by a different organisation, with its own timetable, stops and systems. To show that trip as one plan, a journey planner needs data from all of them.

Why did the EU create MMTIS?

Travel data used to be scattered, closed or published in incompatible formats. That made it hard to build services that work across operators, cities and national borders. The EU responded with the ITS Directive 2010/40/EU, which names EU-wide multimodal travel information services as a priority area, and later with the MMTIS regulation, which sets the detailed specifications.

What does MMTIS require?

  • Each member state sets up a National Access Point where transport data can be found.
  • Data owners make static and dynamic data available in machine-readable form.
  • Datasets are described with metadata, including how they can be accessed and reused.
  • Where European standards exist, they are the basis for the formats. See data formats.
  • Requirements are phased in by type of data and by how much of the network is covered. See the timeline.

What MMTIS is not

  • Not a journey planner. MMTIS is the legal and data framework. Journey planners are built on top of the data it makes available.
  • Not a single EU app. It enables many competing services rather than creating one.
  • Not a ticketing system. MMTIS is about travel information. The revised ITS Directive, Directive (EU) 2023/2661, also deals with digital mobility services; check the directive for the details.

Frequently asked questions

What does MMTIS stand for?

Multimodal Travel Information Services.

Is MMTIS a law?

Yes. It is a delegated regulation of the European Commission, Delegated Regulation (EU) 2017/1926, adopted under the ITS Directive.

Does MMTIS apply outside the EU?

Some countries outside the EU, such as the EEA members, apply EU transport data rules through the EEA agreement. Check the national implementation in your country.
