What is the ITS Directive?
Directive 2010/40/EU is the European framework for the deployment of Intelligent Transport Systems (ITS) in road transport and for their interfaces with other modes. ITS means applying information and communication technology to transport, for example for traffic information, route planning and connected vehicles.
The directive does not itself contain detailed technical rules. It sets priority areas and lets the European Commission adopt more detailed specifications as delegated regulations.
Priority areas and actions
The original directive named four priority areas, including the optimal use of road, traffic and travel data and the continuity of ITS services. Within them, it listed priority actions such as:
- EU-wide multimodal travel information services, which led to Regulation 2017/1926 (MMTIS);
- EU-wide real-time traffic information services;
- data and procedures for providing road safety-related traffic information;
- harmonised provision of an interoperable EU-wide eCall;
- information and reservation services for safe and secure parking places for trucks and commercial vehicles.
Delegated regulations under the directive
Each priority action was followed up with its own delegated regulation. They cover, among others, multimodal travel information (MMTIS, Regulation 2017/1926), real-time traffic information, safety-related traffic information, truck parking and eCall. Together they build a common approach to travel and traffic data and to National Access Points.
The 2023 revision
The directive was revised by Directive (EU) 2023/2661. In general terms, the revision updates the scope and data requirements to reflect new developments, and extends the framework towards digital mobility services across modes. For the exact obligations and deadlines, read the directive and the Commission's guidance.
How MMTIS fits in
MMTIS is the delegated regulation that deals with travel information across modes. It is the part of the ITS framework most relevant for journey planners and for public transport data. See what is MMTIS and the timeline.
Frequently asked questions
What does ITS stand for?

Is the ITS Directive the same as MMTIS?
No. The ITS Directive is the framework. MMTIS is one of the delegated regulations adopted under it.
Was the ITS Directive changed?
Yes. It was revised by Directive (EU) 2023/2661.
